J. Alex McMillan III was born in Charlotte, N.C. and attended a private boarding school in Virginia. He later went to college at the University of North Carolina at Chapel Hill and the University of Virginia. After serving in the U.S. Army in the 1950s he returned to Charlotte and worked as a businessman. In the mid 1970s he was elected to serve on the Mecklenburg County Board of Commissioners.
